JDR Cable Systems are thrilled to be recruiting a Senior Technical Proposals Specialist based out of our Houston Service Centre.
The Senior Technical Proposals Specialist manages the full proposal lifecycle for our subsea and offshore products, integrating proposals engineering, cost estimation, and bid preparation. The post holder will ensure ensure competitive and compliant submissions by analyzing specifications, assessing risks, aligning contracts, and facilitating seamless order handovers.
The Senior Technical Proposals Specialist develops strategic, competitive proposals by evaluating client specifications, industry standards, and operational requirements while identifying potential risks and ensuring alignment with commercial terms.
Main responsibilities of the role include:
- Own the full proposal lifecycle, from RFQ to contract award.
- Lead and support all stages of bid development including bid planning, strategy sessions, technical and commercial reviews, and internal approval cycles.
- Interpret technical specifications, identify risks, and ensure compliance across all bid elements.
- Collaborate with engineering, procurement, and commercial teams to deliver accurate, compelling proposals.
- Review and interpret client specifications, drawings, and commercial terms to extract scope and ensure compliance clarifying any discrepancies or uncertainties to ensure a sound basis for the quote.
- Develop comprehensive technical and commercial proposal packages including cross-sections, GAs, schematics, test plans, compliance matrices, FAT procedures, QA/QC documentation.
- Develop detailed technical and commercial bid packages using 2D/3D CAD tools and design software.
- Prepare cost estimates and pricing strategies using ERP/CRM systems and supplier data.
- Support the transition from proposal to project, ensuring seamless handovers and technical accuracy.
- Work with suppliers on technical matters and ensure solutions meet both internal and customer engineering requirements.
- Comprehensive understanding of commercial legal terms and conditions and financial due diligence requirements.
What we're looking for:
- Background in proposals, engineering, or technical sales in subsea/offshore, oil & gas, or related industries.
- Proficiency in ERP/CRM systems (e.g., SAP, Epicor, Salesforce) and advanced Excel/data tools.
- Skilled at interpreting engineering drawings, technical specs, and commercial terms.
- Strong communicator who thrives under pressure and deadlines.
The successful candidate will have a degree in a technical discipline or equivalent experience in proposals and offshore engineering. It is important that the candidate has experience in proposals or technical inside sales within subsea oil and gas manufacturing, fabrication, machining, or a related field with transferable expertise.
The candidate should be proficient in ERP and CRM systems, including SAP, Epicor, Oracle, ADP, IQS, and Salesforce and have advanced skills in Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, Teams, Visio) with experience in MS Query and SQL.
